What seawall design means

A seawall looks like a wall and behaves like a retaining structure holding back saturated soil against a tide that moves twice a day. It carries lateral earth pressure, surcharge from whatever sits behind it, hydrostatic pressure that reverses as the water drops, scour at its toe, and a salt environment that attacks its reinforcement for its entire service life. Designing one is a structural engineering problem with a geotechnical problem underneath it — not a matter of picking a panel out of a catalogue.

A Florida-licensed structural engineer selects the wall type, sizes every component, runs the calculations, and signs and seals the drawing set that the building department and the environmental reviewers will scrutinize. Because the same firm also builds seawalls, the details we draw are details our own crews have to execute — which is a discipline that shows up in the drawings.

The wall types we design

Choosing the system is the first real decision, and it is driven by the soil, the water depth, the retained height, and what already exists on the site.

  • Pile-supported panel walls. Concrete panels spanning between driven king piles, with batter piles or tie-backs resisting the lateral load and a reinforced cap tying the system together. The workhorse for deeper canals and taller retained heights in South Florida.
  • Cast-in-place bulkheads. A continuous reinforced wall poured in place, resisting load through its own section and its anchorage rather than through king and batter piles. Well suited to shallower retained heights and tight sites, and frequently the right answer where access will not accommodate a pile rig.
  • Sheet pile systems. Vinyl, composite, or steel sheet driven as a continuous curtain, generally with a capping beam and tie-back anchorage — often the most efficient solution for long runs and for retaining walls set back from the water.
  • Rehabilitation of an existing wall. New anchorage, a new cap, panel replacement, or a facing system that extends the life of a wall whose fundamentals are sound. Rehabilitating a serviceable wall is usually the cheapest engineered outcome available to an owner.

What the design has to solve

Every one of these governs a dimension somewhere on the drawings:

  • Soil and embedment. How deep the piles or sheets must go, based on what is actually below the site rather than what is typical for the area.
  • Retained height and surcharge. The load from the soil, plus the pool deck, driveway, seawall-mounted lift, or structure sitting behind it.
  • Crown elevation. The design elevation in NAVD88, set against the governing county and municipal standard and the wall’s exposure — including whether it must be built to be raised later. In Miami Beach, one of our core markets, that means 5.7 feet NAVD, or 4 feet NAVD designed to support a future 5.7.
  • Tide and hydrostatic reversal. Drainage and weep detailing so a falling tide does not load the wall from behind, which is the mechanism behind a large share of the failures we are called to assess.
  • Scour and toe protection. Keeping the bottom in front of the wall from eroding out from under it, including riprap or habitat treatment at the waterward face where the standard requires it.
  • Corrosion and service life. Concrete mix and cover, reinforcement protection, and anchorage hardware specified for a marine environment rather than an inland one.
  • Adjacent structures. The neighbor’s wall, your dock and lift, and whatever sits close behind the wall, all of which constrain both the design and the construction sequence.

The drawing set you receive

Repair, replace, or raise

The most valuable thing a design engagement produces is often the decision itself. Owners are regularly quoted a replacement when the wall needs anchorage and a cap, and occasionally quoted a repair on a wall whose panels have already moved past the point where repair means anything. The honest answer comes from evidence — measured defects, an understanding of the load path, and knowledge of what the governing elevation standard will require if the work is substantial enough to trigger it. We would rather design the cheaper correct scope and keep the client.

Where we design — and why the city matters

The governing crown elevation is set by the municipality, not by the wall next door, and it varies materially across the markets we work in.

  • Miami Beach — a core market, and the strictest of the group: 5.7 feet NAVD, or 4 feet NAVD designed to reach 5.7 later.
  • Miami, Coral Gables, Coconut Grove, Key Biscayne — Biscayne Bay and canal frontage under Miami-Dade DERM plus municipal review.
  • Fort Lauderdale and coastal Broward — the county tidal-flood-barrier standard of 4 feet NAVD88 before 2035, built to reach 5 feet by 2050.
  • Palm Beach, West Palm Beach, Boca Raton — municipal review with Intracoastal exposure.
  • Key Largo and the Upper Keys — Monroe County shoreline and habitat constraints.

Every design states its elevation basis and the authority it comes from on the drawings, so the reviewer and the owner are reading the same number.

Design-only or design-build

Both are available and both are quoted separately. Design-only suits owners, boards, and property managers who intend to competitively bid the construction: you receive the sealed drawings and the permit approvals and may take them to any licensed marine contractor. Design-build suits owners who would rather hold one firm accountable for the outcome, with the engineer of record and the general contractor under the same roof and no seam to argue across when a condition in the ground turns out differently than expected.

The process

1. Site evaluation. A licensed structural engineer documents the existing wall, the upland, and the constraints.

2. Survey and subsurface data. Coordinated where the design needs it; we will say plainly when a site requires geotechnical information rather than designing around the absence of it.

3. Design basis. Wall type, crown elevation, and governing standard agreed with you in writing before drafting begins.

4. Sealed drawings and calculations. The full permit-ready package.

5. Permitting. Submittal and comment response by the engineer who sealed the drawings.

6. Construction support. Field inspections, clarifications, and sealed as-builts at closeout.

Do I need an engineer to design a seawall, or can a contractor just build one? +

Structural seawall work in South Florida requires engineering. The building department reviews the structure against the Florida Building Code and, in Miami-Dade and Broward, the High-Velocity Hurricane Zone provisions, and it expects drawings and calculations sealed by a licensed engineer. Beyond the requirement, the wall is a retaining structure whose embedment and anchorage depend on the soil and the retained load at your specific site — dimensions that cannot be copied from the neighbor's wall.

How do you decide between a pile-supported wall, a cast-in-place bulkhead, and sheet pile? +

Soil conditions, water depth, retained height, site access, and what already exists. Deeper canals and taller retained heights generally point to a pile-supported panel wall with king and batter piles or tie-backs. Shallower retained heights and tight sites are often better served by a cast-in-place bulkhead, which needs no pile rig. Long runs and set-back retaining walls frequently favor sheet pile with a capping beam and anchorage. The choice is made from site data, and we explain the reasoning rather than presenting a single option.

Should I repair my existing seawall or replace it? +

It depends on whether the load path is intact. A wall with joint deterioration, isolated cap spalling, or tired anchorage is usually a repair, and rehabilitating it is the cheapest engineered outcome available. A wall whose panels have rotated or kicked out at the bottom, or whose tie-backs have ruptured, has lost capacity and is a replacement. The distinction is made from measured evidence, and it is worth getting an engineering opinion before accepting a replacement quote.

Will the design meet the new seawall height requirements? +

That is part of the design basis we agree with you up front. Broward County holds new and substantially rehabilitated tidal flood barriers to a minimum of 4 feet NAVD88 for applications before January 1, 2035, designed so they can be raised to 5 feet by 2050, and municipalities layer their own minimum crown elevations on top. We set the crown elevation against the standard that governs your property, and where the requirement is to be raisable later, the anchorage and section are designed for that future condition rather than retrofitted into it.

Can I take your drawings to another contractor? +

Yes. Design-only is a normal engagement here and a sensible one for boards and property managers who need competitive bids. You receive the sealed drawings and the approvals and may bid them to any licensed marine contractor. Having a single engineered scope also makes the bids comparable, which is usually worth more to an owner than the drawings themselves.

Do you need a geotechnical report or a survey before designing? +

A current signed and sealed survey is effectively always required — the agencies review against it. Subsurface information is needed whenever embedment and anchorage cannot be responsibly assumed, which covers most new walls and most replacements. When a site genuinely needs geotechnical data, we say so rather than designing around the gap; an embedment depth assumed from the neighborhood rather than the site is exactly the shortcut that produces a wall that moves.
