What a Florida special inspector does
The Florida Building Code and Florida Statutes require certain structural work to be inspected by a qualified special inspector — a licensed engineer independent of the contractor performing the work — while the work is happening, not after it is covered up. Threshold buildings, deep foundations, structural concrete, and engineered marine structures all fall under this requirement in South Florida jurisdictions.

Whenever the permit or the Florida Building Code says so. Threshold buildings always require one under Fla. Stat. 553.79. Many South Florida jurisdictions also require special inspections for pile driving, structural concrete, post-tensioning, and seawall or bulkhead construction. If your permit card lists special inspections, the work cannot pass final without the signed certification.
The city inspector checks the work at defined milestones on behalf of the building department. The special inspector is a licensed engineer retained by the owner who watches the structural work continuously or at engineering-critical points, keeps the log, and personally certifies the work matches the approved drawings. The city relies on that certification for the structural scope.
