Most association projects go wrong in the coordination.

Volunteer boards and busy managers are asked to run technical work they are not set up to oversee.

A capital project fails less often because of the engineering or the labor than because nobody owns the whole thing. The designer and contractor do not speak. The scope is vague, so change orders appear. The board signs for work it does not fully understand. The budget turns out to have been a guess.

Directors carry fiduciary responsibility for the money and the decisions, and unit owners expect an explanation for every dollar. A board needs someone on its side who can read the drawings, hold the contractor to the scope, and report in plain language.

Board turnover makes it worse. A project that runs two or three years will outlast some of the directors who approved it, so the decisions, the bid comparisons, and the reasons behind them need to live in a file that a new board can pick up.

Souffront acts as that party. We are a Florida-licensed general contractor with licensed structural engineers on staff, so we can assess the condition, define an engineered scope, price it fixed-fee, manage permitting, supervise the work, and close it out — under one contract and one point of accountability.

See our construction management service for how the engagement is structured, and our HOA compliance reports for the documentation side.

What HOA project management covers.

The same sequence on every project, documented for the board at each step.

  • Condition assessment by a licensed structural engineer
  • Engineered scope of work and fixed-fee budget
  • Bid leveling: each bid rewritten to the same scope so prices compare
  • Contractor qualification: license, insurance, references, and work history
  • Permitting and agency coordination
  • Schedule management around occupancy and cash flow
  • On-site supervision and quality control
  • Review of every change order and pay application before the board signs
  • Board-cycle progress reports and membership updates
  • Closeout, sealed as-builts, and warranty file

Waterfront, concrete, and structural work.

Our strength is projects where engineering and construction have to work together.

Seawalls, docks, concrete restoration, balconies, parking structures, and foundations are all projects where a wrong assumption turns expensive. Having the engineer and the builder in one firm removes the handoff where those assumptions usually break.

Bid leveling is where a board usually gets the most value. Three bids rarely describe the same job: one includes demolition and disposal, another leaves out permit fees, a third assumes a different repair method. We rewrite each to a common scope, flag every exclusion, and present a side-by-side the directors can vote on.

The board stays in control. We prepare the information and recommendations; the board decides. And because Souffront may also build the work, we disclose that openly and can run a competitive bid process when the board prefers one.

Each progress report follows one format: work finished since the last meeting, money spent against the approved budget, change orders pending, the next thirty days, and any decision the board must make. Property managers can forward it to owners with little editing.

Frequently asked questions

What does project management for an HOA include? +

Scope definition, budgeting, permitting, schedule control, on-site supervision, change-order review, and board reporting, from the first condition assessment to final closeout. The goal is a documented, defensible project the board can explain to owners.

How is the service priced? +

Project management is priced as a defined scope, quoted before work starts. Construction is priced fixed-fee against an engineered scope. Call 877-420-7220 with a description of the project and we will outline how it would be structured.

Are we required to use Souffront to build the work? +

No. The management role and the assessment can stand alone, and the board can bid the work competitively. Souffront discloses that it may bid on work identified through its assessments.

What does bid leveling mean for our board? +

It means converting every contractor's proposal to the same scope, quantities, and exclusions before anyone compares prices. A low bid that omits permits, disposal, or restoration is not actually low, and the leveled comparison shows that before the vote.

What kinds of projects do you manage? +

Seawalls, docks and waterfront structures, concrete restoration, balcony and parking-structure repairs, foundations, and related capital work where engineering and construction have to be coordinated.

How does the board stay informed? +

Progress reports are written for board meetings and for communication to owners, with budget, schedule, and change-order status in plain language.
