Seawall Construction Project Management in South Florida.
Project management for seawall repair and replacement projects. A Florida-licensed structural engineer and general contractor manages the scope, permits, schedule, and budget so the owner or board gets the wall that was designed, on the terms that were agreed.
A seawall project has more moving parts than owners expect.
Survey, soils, design, several permitting agencies, marine construction, and inspections — all in a regulated tidal environment.
A new or replacement seawall touches the building department, Miami-Dade DERM or the equivalent county agency, Florida DEP, and sometimes the Army Corps of Engineers. It needs a survey, often soil information, a sealed structural design, and a contractor with marine equipment and experience. Each of those has its own timeline and its own way of going sideways.
Owners and boards who try to coordinate this themselves, or who hire a contractor with no independent oversight, are exposed to scope gaps, permit delays, and change orders that surface after the work is underway.
Several of the costly surprises are predictable. Unmarked utilities inside the work zone, a survey line that disagrees with the old wall, buried debris where sheet piles must be driven, and a permit comment that forces a design revision all show up on seawall jobs. A manager who has seen them before builds the time and money for them into the plan.
Souffront manages the project as a single accountable party. We scope it, design it, permit it, build it, and close it out, with one engineer of record from the first site visit through the final inspection.

What seawall project management covers.
Every stage from the first assessment through closeout, documented as it happens.
- Existing-wall assessment and replace-or-repair recommendation
- Survey, soils, and design coordination
- Sealed structural drawings and specifications
- Written scope that lists material, wall type, and cap elevation so bidders price the same wall
- Building, DERM, DEP, and USACE permitting
- Marine construction scheduling and sequencing
- On-site supervision by the engineer of record
- Budget tracking and change-order control
- Inspections and agency sign-offs
- Sealed as-builts and closeout package
Independent oversight or a single design-build contract.
Choose the structure that fits the owner or the board.
Some owners want Souffront to design and build the wall under one contract, which removes the handoff between engineer and builder. Others want an independent engineer and project manager watching a contractor chosen by competitive bid. We support both and are open about which role we are playing on a given project.
On an independent-oversight job, the sealed scope is what makes bids comparable. It fixes the wall type, the pile or sheet-pile dimensions, the cap size and elevation, the tieback layout, the backfill and filter requirements, and the inspection points. Contractors then bid the same wall, and the differences in price mean something.
Either way the deliverables are the same: sealed drawings, a documented schedule and budget, and a closeout file for the property. For associations, we also provide board-cycle reporting — see HOA project management.
During construction the engineer of record visits at the hold points that matter, such as before the cap is poured and before backfill is placed over the tiebacks, because work covered up at those stages cannot be checked afterward.

Frequently asked questions
Assessment, design coordination, permitting, schedule and budget control, on-site supervision, inspections, and closeout, from the first site visit to the final sealed as-builts.
Yes, where that is the structure the owner or board wants. We act as the engineer and owner's representative and say clearly which role we are in. We can also design and build under one contract.
Permitting is usually the longest and least predictable stage, because several agencies review the work. Construction itself is shorter and depends on wall length, access, and wall type. We give a schedule once the scope and the permit path are defined.
It is the set of engineer-sealed drawings and specifications that define the wall in detail. With it every bidder prices the same structure, so the board or owner can compare numbers instead of guessing what each proposal includes.
Construction is priced fixed-fee against an engineered scope. Project management is quoted as a defined scope before work starts. Call 877-420-7220 with the property address.
Yes. Associations often use it because the board gets documented decisions and reporting it can share with owners.
